Determination of the beginning of the lunar month is one of the most frequent attention-grabbing celestial studies and is often discussed. This happened because until now there had been no agreement in the determination of the beginning of the month, be it the results or the method. In addition, observation activities must also pay attention to the state of the place that is used as the location to conduct rukyat. A rukyat location must meet several criteria, namely paying attention to atmospheric conditions, whether from weather conditions, intensity of rain, evaporation of sea water, pollution of light and dust, wide view of the horizon, and its height from sea level. For the locus of rukyat, the Government requires: first, the area of view of the horizon with a width of 2400-3000 or an angle of 28.50 which is measured from west to north or from west to south, second, clean from pollution around the horizon. Observatoium Tgk. Chiek Kuta Karang Aceh is located at 50 27 '59, 85 "LU and 950 14' 31.87" BT. This observatory has a view of the broad horizon which is around 650. But from several observations only once succeeded in merukyat hilal. Seeing this phenomenon, the authors are interested in studying, and analyzing the factors that influence the success rate of rukyat hilal observatory, Tgk. Chiek Kuta Karang, and what is the ideal criteria for a rukyat location. To answer this problem, the author uses qualitative methods. Data obtained from observations, interviews, documentation, and review of relevant documents. It was concluded that the factors that influence the success rate of rukyat in both observatories are the internal factors of the hilal, and external factors which include: geographical location and observatory environment.
